Background and objectives
Volunteer to support innovative publication design on Participatory Budgeting contributions to leave no one behind and no place behind (Lessons from the past three decades) (29,000 words) This document explores to what extent and how PB contributes to ensuring that socially excluded and disadvantaged populations are engaged in PB and benefit from the funded projects, given that excluded groups may participate, but their projects may not be selected through decision-making processes based on voting. The volunteer (s) will talk with the coordinator of this publication to explore the best ways (also suggested by the volunteer) to apply the layout and design in the publication. The volunteer will be given another report that serves as a guide and reference. There is an opportunity for the volunteer to exchange sessions with the coordinator of the publication to achieve more efficient transmission of messages as well as to apply their creativity and ideas.

Participatory Budgeting Initiative PB can accelerate multiple actions of Agenda 2030 for Sustainable Development. Precisely, PB is deeply connected with 7 out of 17 Sustainable Development Goals (SDGs). This multidimensional feature that makes PB capable to address multiple SDGs, turns it into a powerful mechanism to address different development issues that are related to several international human rights as this report will present over the next sections. Likewise, to improve efficiency in urban policy formulation and implementation, like in budgeting, a transversal approach is necessary. In this context, intergovernmental organizations such as UN-Habitat’s through its Strategic Plan 2020-2023 also calls for an interlinked and cross-cutting approach to make urban governance more effective. Considering the benefits that PB offers and its capacity for addressing various development issues and building open and inclusive communities, in 2019 UN-Habitat launched the Participatory-Habitat initiative. It promotes an innovative multidimensional approach to PB to accelerate actions of Agenda 2030. This publication will support the dissemination of knowledge on PB & vulnerable groups
