Background and objectives
Under the direct supervision of the Regional Partnership team, the online volunteer will conduct analysis on national procurement rules of selected countries. Specific tasks include, conducting a general scanning of public procurement laws and regulations, summarize the steps in procurement process based on the thresholds and time, and compare the threshold and time with UNDPs procurement processes. Based on the initial findings, draft a report for the country according to the template provided with recommendations on which areas of the public procurement system can UNDP assist. The layout of the report will be as follows: Chapter 1: description of the public procurement rules and procedures of the selected country; Chapter 2: UNDP procurement policies and procedures; Chapter 3: similarities and differences between the two systems. Each Volunteer will review a maximum of two countries, within the 12 week period.
Public law
Procurement and consultancy recruitments in the public sector should be done in a fast, efficient and transparent manner. Comparing different rules will indicate the speed and efficiency in the different steps in the procurement system. UNDP BRH is initiating an exercise to examine and compare public procurement systems of selected Asia Pacific countries. UNDP BRH would like to invite the interested candidates apply to the opportunity to conduct the analysis indicating and describing each step in the processes of procurement of goods and services for the selected country.
Volunteers: 10 needed
6-10 hours per week / 12 weeks
A first-level degree in Law, Public Finance management, a Masters' degree preferred. Knowledge of procurement laws and demonstrated experience in conducting research, analysis and producing high-quality written reports is essential. Fluency in English is needed. The candidate must be able to work across teams in different time zones and meet deadlines.
